Investment Project Services

The Lower Silesian Development Agency (DARR) offers a comprehensive package of investment project services:

  • preparing tender documents and organising tender procedures related to the selection of the contractors, suppliers and service providers essential to the project's implementation,
  • assistance in signing agreements with the contractors, suppliers and service providers selected by tender,
  • acting in a supervisory, control and monitoring, advisory and reporting role with regard to projects financed by international or European funding programmes,
  • maintaining public interest in the enterprise by acting to promote the project through organising and participating in conferences and presentations,
  • providing advisory assistance in organising the project's financial flows and in preparing financial and substantive reports,
  • carrying out the accounting procedures related to the project's implementation,
  • establishing and applying, on an ongoing basis, standard reporting formats for every essential aspect of the project's implementation,
  • raising the final reports and justifications for the project costs,
    verifying the financial documents forming the basis for the accounting of the project expenditure.

 

In addition, we offer a specialist service in construction project management, by acting as Contract Engineer, in accordance with the FIDIC's international procedures. Under the provisions of the Construction Law, the functions of a Contract Engineer are understood as being those of Supervising Officer, Coordinator of the supervising officers' operations and Works Engineer, as well as being the Investor's Representative, a person other than the Contracting Authority, who, acting by proxy endowed on him or her by that Authority, carries out the functions of the Project Owner in full or in part, as provided for under the Construction Law. The Engineer can thus be understood as being a group of qualified people carrying out the technical, economic and supervisory services in connection with a given contract and also, depending upon the Project Owner's requirements, carrying out functions related to the obtaining of funding, preparing the tendering procedures and ensuring that public interest is maintained. The Contract Engineer acts in the legal interests of the Project Owner, is not a party to the investment process and acts impartially, without consideration as to employment status and in accordance with the agreement entered into between the parties. The main services provided by the Engineer during a project's implementation are:

  • the procedures for the handover of the construction site and the commencement of construction work;
  • acting on behalf of the Commissioning Authority, obtaining the key contractual documents from the Contractor; performance bond, contractual insurance, payment schedules, quality management schedules, the BIOZ (H&S) programme and the verification of these documents,
  • supervising of the construction works and there financing, in accordance with the schedules,
  • organising meetings as required in order to complete the work and participating in these meetings,
  • acting as technical supervisor of the work, in accordance with the Construction law,
  • providing ongoing consultation and professional advice to the Commissioning Authority,
  • working in conjunction with the design supervisors, the local self-governing authorities and the building control authorities,
  • handover procedures for various sections, and at various stages, of the construction work,
  • conducting periodic financial accounting procedures between the Commissioning Authority and the Contractor,
  • preparing the periodic and final reports, in accordance with programme requirements,
  • preparing for the final handover and participating in the post-guarantee work provided for within the contract,
  • preparing the final accounting of the investment project

DARR has a wealth of experience gained during the provision of these service in support of several hundred projects successfully implemented under the auspices of European Union Programmes, including:

EFRR - the Integrated Regional Operational Programme 2004-2006: fulfilling the role of Contract Engineer for infrastructure projects implemented by the commune. Our contractual tasks include the guaranteeing of comprehensive technical and economic services and acting in a project supervisory capacity in the general construction, water and sewer, roads and electricity sectors. The successful implementation of the project involves the application of the ‘Design and build' formula to 12 separate elements, including the construction of a storm tank, a football pitch, a tennis court, a year-round toboggan run, the modernisation of the layout of the commune's spa parks and the construction of communication support for all of these elements in the form of roads, parking and street lighting facilities.

Phare SSG 2002: acting in the capacity of Contract Engineer, in accordance with the FIDIC's international procedures, for a large-scale infrastructure project implemented by the commune, by guaranteeing comprehensive technical and economic services and acting as project supervisor. The successful implementation of the project involves the construction of a water and sewage network, roads, pavements and street lighting.

Phare INRED: providing advisory and technical support in the preparation of applications, the contracting of financial resources and the contractors selected, the supervision of the implementation and the monitoring and carrying out of the accounting procedures for small-scale infrastructure projects implemented by the commune. DARR S.A.'s work under this programme encompasses 152 projects for the modernisation of the infrastructure and the improvement of operational conditions for SMBs in communes within the Śląskie, Małopolskie, Lubelskie and Świętokrzyskie voivodships.

Phare reconstruction: providing advisory and technical support in the preparation of applications, the contracting of financial resources and the contractors selected, the monitoring and carrying out of the accounting procedures for projects implemented in the commune within the framework of aid in eliminating flood damage. In total, 228 infrastructure projects have been successfully implemented in 20 communes of Dolny Śląsk.

Phare Struder, Phare Rapid: developing methods for the implementation of programmes, preparing operational plans, developing and implementing criteria for the evaluation of applications, administration of the programmes finances, contracting and transferring the funds to the beneficiaries, controlling expenditure, monitoring and carrying out the final material and financial accounting procedures for successfully completed projects, evaluating the results obtained, preparing reports in accordance with the requirements of the European Commission and creating revenue reports. Under both these programmes, DARR S.A.'s contribution in the abovementioned areas encompassed 71 small-scale projects for the modernisation of the region's infrastructure and the creation and improvement of operational conditions for SMEs.
